How the LRF responds

Each of the organisations involved in the response to a major incident has its own procedures but all adhere to the non-statutory guidance Emergency Response and Recovery.

Definition of emergency

"An Emergency is an event which presents a serious threat to human welfare; the environment, political, administrative or economic stability; or the security of the UK."
From Civil Contingencies Act (2004)(Abridged).

Responders have adopted procedures and mutual support arrangements to co-ordinate their efforts. By acting together, the overall response of the responding organisations will be greater than the sum of their individual efforts, to the benefit of the public.

Combined Response Document

The Combined Response Document summarises the responses and responsibilities of each of the organisations at a major incident. It encourages better understanding between the individual specialists working with each other.

Services will be delivered in a culturally sensitive way. However because of the nature of emergencies and disasters, this cannot always be guaranteed.

Every major incident is different and has unique features. This is a framework within which those dealing with the incident can work together effectively.

If a hazard has been identified through the Community Risk Register process as presenting a risk that requires specific planning, a specific plan may be created. This may be specific to the hazard, or to a capability required as a result of the hazard.
